Public Safety
Tom Sullivan believes every resident deserves to feel safe at home, on our streets, in our parks, and on their daily commute. He knows safer communities require strong leadership, effective law enforcement, and accountability for those who commit violent crimes.
Tom will fight to ensure our local police have the resources they need, invest in modern technology and equipment for law enforcement, and push to rebuild and modernize aging police precincts so our officers have safe, professional facilities to serve from. He will also work to secure funding for our firefighters, EMS personnel, and other first responders, giving them the training and equipment they need to protect our communities. That commitment to public safety has earned Tom the support of the Police Conference of New York (PCNY), representing more than 50,000 law enforcement officers across New York State. By investing in public safety, supporting our first responders, and strengthening our neighborhoods, Tom is committed to making Assembly District 23 a safer place to live, work, and raise a family.
Affordability
New York’s affordability crisis is making it harder for families, seniors, and small businesses to make ends meet. Rising taxes, high utility bills, housing costs, and the increasing price of everyday essentials are putting too much pressure on working families in Assembly District 23. Tom Sullivan believes government should make life more affordable, not more expensive, and has signed the Taxpayer Protection Pledge, promising to oppose and vote against tax increases. Tom will fight to lower taxes, reduce unnecessary government spending, and protect homeowners and renters from rising costs. He will support policies that lower energy and utility costs, provide meaningful tax relief for middle class families and seniors, and help small businesses keep their doors open and create local jobs. Tom will also stand up for working families who are being priced out of the communities they call home. By fighting higher taxes and putting affordability first, Tom will work to make New York a place where families can afford to live, work, and build their future.
Education
Every child in Assembly District 23 deserves access to a strong education and the opportunity to succeed. Tom Sullivan believes our schools should prepare students for the real world, whether their path leads to college, a skilled trade, military service, or the workforce. That means putting students first, supporting teachers, and giving parents a meaningful voice in their children’s education.
Tom will advocate for strong public schools, modern classrooms, expanded career and technical education, and greater access to STEM programs that prepare students for the jobs of tomorrow. He will support a renewed focus on reading, writing, mathematics, science, and technology while working to ensure schools have the resources they need to provide a safe and productive learning environment. Tom also believes parents should be informed and involved in their children’s education and that families should have a meaningful voice in important decisions affecting their children. By focusing on strong academics, career opportunities, and parental involvement, Tom will work to ensure students in Assembly District 23 have the tools they need to succeed.
Transportation & Infrastructure
Reliable transportation and modern infrastructure are essential to the future of Assembly District 23. Residents deserve safe roads, dependable public transit, and infrastructure that can keep up with the needs of our communities. Too many residents deal with aging roads, traffic congestion, unreliable transit, and infrastructure that has been neglected for too long.
Tom Sullivan supports investing in our roads, bridges, public transportation, and other critical infrastructure to make travel safer and more reliable. Tom proudly supports the QueensLink project, which would restore rail service along the QueensWay corridor, improve connections across Queens, and provide new transportation and recreational opportunities. He will also fight for long overdue road repairs, resurfacing, drainage improvements, and infrastructure upgrades, particularly in neighborhoods that face flooding and other recurring infrastructure challenges such as Hamilton & Howard Beach, Broad Channel and the Rockaway's. By investing in transportation and maintaining the infrastructure our communities depend on, Tom will work to build a safer, more connected, and more accessible Assembly District 23.
Healthcare
Quality healthcare should not depend on where you live. For too long, residents of the Rockaways have faced limited access to critical medical services, often having to travel long distances for emergency and specialized care. Tom Sullivan believes the Rockaways deserve the same access to lifesaving emergency care as communities across New York City.
The centerpiece of Tom’s healthcare platform is bringing a Level 1 Trauma Center to the Rockaways. Tom will fight in Albany to secure the funding, resources, and partnerships needed to make this a reality and address a critical gap in emergency care for local residents. He will also work to make healthcare more affordable by supporting greater transparency, accountability, and policies that help lower costs for families. In a life threatening emergency, every second matters, and Tom will fight to bring the critical healthcare resources the Rockaways need closer to home.
Quality of Life
The quality of life in our neighborhoods is the foundation of a thriving community. Residents of Assembly District 23 deserve clean streets, reliable sanitation, well maintained parks, and safe public spaces. These everyday issues directly affect families, seniors, and small businesses throughout Southern Queens and deserve real attention.
Tom Sullivan will fight for better sanitation services, stronger enforcement against illegal dumping, cleaner streets, and greater investment in our parks and public spaces. He will also work to improve accountability in local development and support infrastructure improvements that protect neighborhoods from flooding and other quality-of-life challenges. By focusing on the issues residents see and experience every day, Tom will work to keep Southern Queens clean, safe, well-maintained, and a place where families and small businesses can thrive.
